Cloth tape on control surfaces

In the video showing covering of control surfaces, cloth tape applied to the bare metal prior to applying the material.  Is the cloth tape wrapped under the edge of the trailing portion of the leading edge? Like in this picture or just lay it even with that edge?

The purpose of the anti chafe tape is to protect the fabric from a sharp or rough edge.  The tape should go around the edge to act as a cushion between the fabric and the rough edge.  Some people will also use reinforcing tape or even a piece of fabric for that purpose in some areas.  But the end result we are aiming for is to protect the fabric from wearing through or being cut by the sharp or rough substrate under it.
