    It is running between 85 and 90 degrees here and I think it is causing the glue to flash off very very quickly.

    After applying the final top layer of glue I wipe off immediately but there is still enough left over that when j rub with my fingers or glue eraser I can bring up balls of glue. Like in the picture.

    Is this normal? Can I add water to slow the glue setting up?

    A little bit of that is not unusual, but if the glue is just drying to fast, you can add a little water to it.  Not more than 10% for applying tapes.  That should help.  Those temperatures with high humidity usually make the glue pretty slow, but if you have low humidity and/or high elevation it will dry quick.
